Can someone tell me what is the best kind of maneur to use in a outdoor & greenhouse veggie garden?

I've been using horse manuer & miracle grow fertilizer and veggies aren't doing well. They grow slow and produce small fruit or fruit comes to late(tomatoes, peppers). Onions, string beans do fine.

Any good tips on vegetable gardening ?
