Allergic skin

I have sensitive allergic skin and ever since I moved over 2 years ago my skin is irritated by our water (I even use a shower filter). My skin is regularly itchy and irritated and in the winter (especially this year) it is the driest it has ever been.
I have been tying several different moisturizers for my face, as the one I'm using now doesn't seem to be doing enough. Unfortunately all I have discovered is more irritation, eczema flare ups, or breakouts. I am just so frustrated.

I would love to be able to find a cream or serum that moisturizes, calms, and heals my sensitive skin....any anti-aging properties would also be welcome. I stay away from fragrance, preservatives, Lanolin and oils as they all cause irritation.
Does anyone have any suggestions for products that are reasonably priced? I would really truly appreciate ANY help!

Have you tried using something like Coconut Oil, as that might be something to explore.

It might be worth you also trying to find something that is PH neutral, which I think is roughly 7.2 or 7.4, one of the two I think.
